Twilio click-to-call user can hear but not be heard -

i'm using twilio click-to-call conference calls. there chrome user in portugal able hear call couldn't speak.

his microphone works when speak him skype. qiqochat apparently connected microphone, because couldn't connect skype until closed app (apparently release mic).

how recommend troubleshoot this? worked 20 other users fine not one.
