Giving Excel worksheet a Form like look with only fixed number of rows and columns enabled -

is there way activate smaller section of excel sheet , deactivate rest of sheet, meaning a4 size visible , rest part grey , nothing happens when click grey part. (eg: sheet consists of 20 rows , 7 colums).

i want basically, make sheet appear form, user can edit or use parts , not entire sheet.

i have sheen before such type of sheets in presentation, don't know how done. can me this.?
